Kaka‘ako 3.0: Incentivizing Community Benefits

Abstract:

The Kaka’ako Community Development District (KCDD) was established to guide the redevelopment of this former industrial area into a vibrant pedestrian-oriented urban community. The Mauka Area Plan established the general redevelopment goals and objectives for this area, while the Mauka Area Rules specify the regulations. The Hawai’i Community Development Authority (HCDA) will be drafting amendments to the Mauka Area Rules governing the mauka area of the KCDD. As part of this process HCDA has engaged various community members and groups, gathering multi-disciplinary perspectives to draft amendments that can produce the outcomes that HCDA and the community have envisioned for the area.

This has been a multi-year initiative that has also developed a TOD Overlay Plan, and subsequent EIS to study the effects of greater density in the KCDD.  The results of the community outreach, supporting plans, and EIS have evolved into a matrix of development incentives to address the anticipated community needs over the next ten years.
